South Africa’s proposal to fight human trafficking is a long-term plan that is made to be developed in three different stages in order to address the issue from different aspects to achieve the diminution of the problem.

The first stage is going to be prevention, on which each country should focus on taking all the necessary measurements to avoid on first instance this issue that affects several countries being the most affected the countries on America and Africa. 

The prevention stage consists on each country destining a certain amount of money, being the minimum the 4 percent of public expenses according to the severity or frequency of the crime on each country. Said percentage is going to be specifically used on two purposes. The first one would be creating a bank of fingerprints for the implantation of biometric recognition on ports, migratory control points and borders. The second is going to be destined to the implementation or increase of the frequency of census; nevertheless, this will not only be one with the purpose of counting the population, but also with the purpose of recognizing the quantity of vulnerable population in human trafficking. For example, in South Africa, the most vulnerable population is the albino population, whom are highly wanted for different reasons throughout not only the country but also the continent. If more control on the vulnerable population is implemented, then there is a higher chance to identify and protect the victims which is going to significantly decrease the number of cases.

The second stage would be frontal fight, which is based on the direct fight against human trafficking. Each country should establish international cooperative systems to the investigation of the crime that speed up the procedure of investigation and judgement with the countries that are identified as a destination country. Meaning, if France identifies that Spain is the destination country for the victims of human trafficking, then France should establish these cooperative systems specifically with (but not limited to) Spain. Because human trafficking tends to happen from one continent to another as well, it is clear that we need to focus on this in the international aspect in order to start decreasing the cases. This cooperative system should include the creation of an interoperability platform on the African and European continent, exclusively made to lower said cases.

The third and final stage is punishment, where South Africa proposes the following sanctions to the person or group that has already committed a human trafficking crime. 

A significant increment of the current time that a person has to serve when committing this crime being the minimum time 13 years without parole and without any sort of benefits in prison. Also, as part of the punishment, South Africa proposes that the person guilty of a human trafficking crime is not going to be able to enter either the country to which they tried or did use as a destination country for human trafficking or to any other country that forms part of the security council, either one of the permanent countries or the temporary countries at the time of crime committed. For example, if someone from Chile commits a human trafficking crime with the country as destination being Bolivia, this person is no longer going to be able to enter Bolivia under any circumstances. Each country part of the Security Council is going to be able to decide whether they want to exercise their right of exercising said punishment.

On April 13, 1995 we adopted a law concerning the trafficking of human beings here in Belgium. Here, we define human trafficking by the action and the exploitation. This includes: Sexual and labor exploiting, exploitation of begging, the removal of organs, and being forced to commit an offense. The law of August 10, 2005 made the distinction between human trafficking and smuggling humans in. This law was adopted to fight against human trafficking and the slumlords who profited from it.Out of the all types of human trafficking, The largest challenge remains to be child trafficking. There is no specific definition for trafficking children, but I feel that is something we need to change and make clear. Punishment for human trafficking includes prison time and fines. Prison times range anywhere from one to fie years. Fines range anywhere from 500-50,000 euros. The fine and jail time are both relative to the amount the offenders profited from the act. This is something else that we need to change, as I feel that neither punishment is adequate for the offense of human trafficking. Also, we need to make a clearer definition for child trafficking. I believe that harsher fines and jail sentences wont solve the issue, but will definitely slow down the rate at which this crime occurs.

We enacted the MIPROF (Interministerial mission for the protection of women against human trafficking) as well as the Ministry of Solidarity and Health and the ASE (Child welfare services to aid victims.) I mention these departments and programs created to support your decision for the creation of welfare programs for victims. As a country we can only do so much, the real issue lies at the regional level. Through our combined efforts a reduction if trafficking victims has become prevalent and thus, I believe these sorts of institutions should be created throughout the European Union as a whole and event in our middle eastern neighbor countries. Although we do not see an influx of child trafficking it is still a problem that needs to be addressed. We also passed along with these measures, stronger and stricter sentencing for pimps and leaders. This has proven to be very effective and has created deterrence for criminals as you stated. We felt that the punishment was not adequate either for these inhumane crimes and human rights violations. However, we as the delegate of France I must urge you propose further solutions. As a regional leader Belgium has been an effective ally addressing the issues at home, but we must do more. We must find new solutions such as the sharing of intel on pimps and the economic relief for victims. We must do more and Frances urges the Belgium offer more to the table in regard to regional solutions to this crisis and in regard to propositions for change.
